Some guy posted this if anyone wants to test it
Set to Last Location -Stand near your garage and leave GTA Online. -Make a quick-save in Single Player in the car you want to bring over, near your Online garage. -Go to GTA Online, pause the game, and go to the Game Store. -As it fades up to the clouds, pull your Ethernet cable. Then plug it back in. -When you get back to Single player, load the quicksave you just made. -Sign back into Xbox Live. -Hold down on the D-pad and select your online character. -Here's the new wrinkle: as the views zooms out into the clouds, pull your ethernet cable again, and then immediately put it back in. In 'n' out! -Sign back in, and you'll either go right into GTA Online and the car will be sitting there, or it will give you some warning about the servers not being available. If the latter happens, hit X to "retry" and it should take you to GTA online with the car sitting there. I've been able to get it to work multiple times.

I can confirm that one works that Bob posted. Managed to bring through a Voodoo after some timing issues and got gunned down just as I got in the car. I have to say that if I got the server error it wouldn't work and if I didn;t leave the ethernet out on my way back to MP for long enough it didn't work either. As I said it's all about timing.

Bob's written method works perfectly for me. I've brought a few cars, a Patriot and a Speedo in. The obvious downside is dealing with public lobbies. I got lucky and no one was around the 400k apt when I got back into MP.
I have a save from 3/18/14 and a save from 12/8/13. But I was unable to get the missing DLC prompt.
I have a game save for my 2nd account from 1/9/14 with only 1.6 completed. But like I said, when the game save is made seems to make no difference.
Lastly, When following Bob's tutorial, I tried to join my 2nd accounts lobby after quickly disconnecting and reconnecting my cable while joining online. I got the Games save failed warning and lost the car I was importing.

Are you guys waiting until it says you're disconnecting from XBL before plugging it back in? Or, is it just timing it right? I've tried "in 'n' out" and shit doesn't even disconnect me. :x

I managed to do the text tutorial using wifi. Took a little bit of time to get the timing right, but got there in the end. =D
Unfortunately, I can't get the normal non-lag switch method to work just like most others, due to not getting the option to re-download the packs.
